I would never say a public figure I don't like deserves a spanking. Spankings are one of the greatest pleasures there is. Why would I wish such a blessing on them?

Outside fantasy, consensual is the key for me. However, even if someone I don't like wishes for or "deserves" a spanking, my mind doesn't go there. Spanking is for people I like and respect, even when (especially when) their behavior has been bad.
